It is a matter of responsibility that our Association has put confidence on me to jointly steer the Association in a candid and transparent manner as has been categorically declared in our constitution ... To fight against all kinds of victimization, intimidation, discrimination and undemocratic restrictions (Clause C).
We should also remember the Manifesto signed by our revered maiden General Secretary, Dr. Subrata Panda, which clearly stated the circumstances under which our Association had been born. ... ‘a power-hungry group of the then existing association have always blocked our attempts to solve our problems satisfactorily. Right from the beginning, they have chosen totally undemocratic practice and narrow-minded approach, ignored the college units and tried to run the association with a compliant cluster of teachers’.
These two documents constitute the core of the value judgement system for guidance of the activities and policy frame our Association.
We appreciate the fact that the Govt. has initiated 27 new Govt. Colleges at distant parts of Bengal, during the past two years, making it a total of 63 Govt. Colleges. This move has benefitted our service, namely W.B.E.S. immensely. The way the State has emerged as the leading sector in higher education in Bengal, is a positive signal towards expansion of higher education in next 15 to 20 years. A proposal towards formation of an integrated University comprising of all Govt. colleges is on the anvil. A workshop will be organised in July to make the proposal concrete and workable.
We are now negotiating with the Govt. towards releasing a G O on past service benefits and PhD. M. Phil incremental benefits, which remain outstanding for last four years, creating sufficient disappointment among about 100 teachers. In case the effort fails we will seek G C’s permission to organize continuous movement towards establishing our demand.
We are also putting our demand to construct quarters at the distant colleges with communication problem, at the earliest. Teachers posted at distant colleges will be transferred subject to their representation, as soon as new recruitment of teachers is available.
We are against the proposed transformation of the prestigious Sanskrita College to a University, and a prayer in this matter has been resent.
The issue regarding the implementation of the pending transfer orders at Lady Brabourne College is yet to be resolved. According to the recommendation of the E. C. a letter addressing the Principal of the said college has been drafted. With some modifications we will send it to the Principal as soon as possible.
We are happy to say that the CAS process is running smoothly for general cases, and more than 50 pending cases has been cleared from Bikash Bhaban. Our Association’s Bikash Bhaban Committee is sincerely maintaining smooth liaison with the Department and the Directorate and no problem whatsoever has been cropped up in this respect.
Till date our association has regularly executed last year’s transfer list, entirely through the last year’s set-up of association transfer mechanism with responsibility and the entire credit goes to them. The mechanism remains answerable to our respected teacher members.
With a sustained effort, first issue of Manan in 2015 is under the process of printing and will be available from the first week of July, 2015.
A cheque of Rs. 1,00,000 has been handed over to Swami Vinayanada And Swami Prabhananda of Bharat Sevashram Sangha by our President Sri Nirmal Kr. Maity towards Nepal disaster relief fund.
A total of 863 members were accounted for the year 2014 compared to our goal of 1000. This was a record membership year for our Association. Thanks to all the members and well-wishers who worked hard to help us to achieve this goal.
A letter impersonating the General Secretary has been sent to the Government with certain false allegations about irregularities in transfer. We have submitted a protest letter disowning the aforesaid letter and its contents to the Education Secretary.
Wishing a happy and prosperous future for all our beloved members and hoping for a better academic prospect in future, particularly for the newly appointed teachers.
On behalf of All Bengal State Govt. College Teachers’ Association I convey my hearty greetings to all the members of the Association. As a result of the untiring efforts of Prof. Abhijit Datta, Prof. Pradip Kumar Datta, Prof. Sanjay Podder and others we have been able to launch the Website of ABSGCTA. We sincerely thank Prof. Ranabir Bandyapadhyay of Govt. Training College, Hooghly for donating a sum of Rs.20, 000/-for purchasing a computer for the Association office. I am happy to inform that a computer has been purchased accordingly. The Website has been inaugurated by Prof. Ranabir Bandyapadhyay along with Prof. Subrata Panda, the first General Secretary on 3rd August, 2013.
In the extended General Council Meeting held on the 3rd August,2013 it has been decided to organize a sit-in-demonstration towards the end of August,2013 or early September,2013 demanding full implementation of UGC scales of pay,2006 particularly CAS and arrear pay, departmental promotion to WBSES etc. I request the Secretaries / Treasurers of College Councils to intimate the date on which University examinations of the universities will be completed so that the date of the movement programme can be fixed. I request the members to make the sit-in-demonstration a success.
Secretaries / Treasurers of College Councils are requested to intimate the activities and problems of their units so that those may be uploaded in the Website, if necessary. I am glad to inform that the Association has decided to publish an Academic Journal (likely to be Referred in future) for the publication of research articles in Science, Humanities and Commerce. A subcommittee has been formed to look after it. Members are requested to suggest the name of the journal.
